Legal context in Singapore

Abortion is legal in Singapore under the Termination of Pregnancy Act. Here's what you need to know:

Gestational limits

  • Abortion is legal up to 24 weeks of pregnancy
  • Beyond 24 weeks, abortions are only permitted if the mother's life is in danger

Counselling and waiting period

  • You will need to undergo mandatory counselling before the procedure
  • After counselling, there is a 48-hour waiting period (cooling-off period) before you can proceed

If you are unmarried and below 16 years old: You will need to attend mandatory pre-abortion counselling at the Health Promotion Board Counselling Centre.

Where it can be done

The procedure must be performed at a government-approved medical facility.

Confidentiality

Medical professionals and institutions are legally obligated to keep your procedure confidential, to protect your privacy. They can only disclose your procedure if you have given express consent for them to.

You can get an abortion without parental consent, regardless of your age.

Cost

The cost depends on the facility, how far along you are, and the method used.

General cost ranges

  • Public hospital: $500–$3,000+ (with subsidies)
  • Private clinic: $700–$4,500+
  • Private hospital: $2,500–$10,000+

Costs vary based on how far along you are and whether you need a medical or surgical procedure.

Using MediSave

Singapore citizens and PRs may use MediSave to offset costs:

  • Up to $900 under pre-delivery expenses
  • Additional $830/day for day surgery hospital charges

Tip: Check with the hospital billing team before your procedure to confirm what you can claim.

Where to go

Abortions must be performed at government-approved facilities. Referrals from polyclinics to public hospitals are eligible for subsidised rates.
